Hezbollah broke international humanatarian law by firing thousands of rockets into Israel and killing dozens of civilians during the recent conflict, Amnesty International said yesterday.

The human rights group called for a United Nations inquiry into war crimes possibly committed by both sides, but its report focused on the actions of the Lebanese militants.

Hezbollah launched nearly 4000 rockets into northern Israel in July and August, killing at least 19 civilians.

Firing rockets into urban areas violated international laws that call for distinction between civilian and military targets, Amnesty said.

"Targeting civilians is a war crime. There's no grey area," said spokesman Larry Cox.

The report is Amnesty's most extensive condemnation of Hezbollah since the conflict began and comes after it accused Israel of violating international law with indiscriminate and disportionate atacks on civilian targets in Lebanon.

Hezbollah legislator Hassan Fadlallah admitted his group had targeted civilians in Israeli cities, killing dozens, but said it was in response to Israeli attacks that killed hundreds of Lebanese citizens.

"We do not deny that we have bombarded Israeli cities, settlements and infrastructure. But this was always a reaction," he told Al-Jazeera television. "When a state is invaded, it must defend itself."
